    That's a country, so your assumption is incorrect. Most GlibC locales
    are specified with countries, such as en_US, sv_FI, no_NO, fr_FR,
    pt_BR, etc.

Oh, are you really that slow to understand?

Give the command "locale first_weekday" for one country.
You get 1. Give it for another country. You get 1 again.

You see that the function "locale first_weekday"
does not distinguish countries today. 

Regardless of whether the right answer is Sunday or Monday,
it always says Monday.

(And please, please don't tell me of the exceptions. I know.
All details have been discussed several times already.
You are just wasting everybody's time.)
