Might be, but that's a bug in GLibC that can be fixed. I see no reason
why cal shouldn't use the value, even though it currently is not
reliable. But your statement that locales do not contain country codes
are plain wrong. If it did not, then how can you describe why there is
a sv_SE and a sv_FI locale? Or en_US, en_GB, en_AU, etc.?
