What should locale settings do, in your opinion?

Should the fact (?) that some locales require difficult settings
before they can be called "properly localised" (= adapted to the
cultural standards and customs in that geographical area) really be
allowed to deprive locales that only need very simple settings of
proper localisation?

I don't think such an approach would further the Linux or the Open
Source cause. Is that really the approach that you would like to see
used, or am I (and obviously a few more people) getting the wrong
impression?
