The POSIX definition of locale does not have the concept of
"first weekday". It is a GNU extension only present in glibc.
But, as noted, glibc gives Monday for all locales
(except for C, POSIX, fa_IR, japanese.sjis where it is undefined).

So, referring to locale gives no information today.
