"Hello sailor!"

We have encountered a problem in the Swedish translation group while
working on "hello 1.3".  If this program is given the argument
"sailor", it replies with "Nothing happens here."

Some of us think we know that this is a phrase or idiom of some kind,
but none of are sure of what it really means.  Personally I think I
saw it first in "zork".

Could anybody explain a bit more what the two phrases really mean and
how they are used, so we can make a proper translation?  (As far as
possible; "sailor" seems to be missing from the message file.)
