Thanks for the hint, but I have practically rewritten the menu code now.
Now each entry has two 24-bit pointers to previous and next entry (22 bits
of address and 2 bits of status).  File names are 16 characters, and the
character set is 5 bits, so a directory entry takes 3+3+10=16 bytes.

I have yet to implement support for deleted files, but subdirectories
should work already.  Also, I have to write software for adding files
to the cartridge.
