It doesn't look like a jumper just a trace running from under the case
across a ways and then back in...  (As I said I know on the modem 300
you have it, but on the 1670 I think the 3 switch did and the four
switch was adjusted so you didn;t have to cut it...)

I looked in my Plus/4 PRG, and what PLUG newsletters I have, no mention
of it.  Don't know where my 1670 manual(s) might have gone...

Aha, guess there is no cut trace on the 1670...
from Projet 64's ( http://project64.c64.org/ ) 1670 manual:

So the trace I was talking about is only on the modem 300.

The four switch modem settings were in another P64 file on 1670 Dip Switches:
