Small countries (in comparison to US/Canada), iron curtain and two competing colour systems (PAL and SECAM). This created demand for multi-system devices as it was common that one could have good reception from two or three different countries, employing different encoding standards. The same cannot be said about either US or Canada. Initially devices were mostly PAL/SECAM only but later also NTSC became to appear.
