A GAL has a single CLK input, no way around it. Isn't it possible to
modify the circuit to use a single clock?

As for an example, here is a shifter for the GAL chip - I think from
this you can easily figure out how to make a flip-flop:

I have never done it with a GAL, so can't provide any practical tips.
