The c64 has a second CIA to support the added serial port and user port.
It also has ROMs, and it has more RAM (and yeah, DRAM).

Other than that it is very obviously based on the MAX machine (pretty
weird memory map to be compatible, many things the same, etc.)

Same with VIC-II: the 6566 is a very nice and clean design (what I can
reconstruct from it anyway, I haven't seen an actual die photo)...  The
DRAM versions, not so very clean.
