I think this is your best lead at the moment - check what's the state of important lines on the IEEE bus, starting from ATN. If those are not behaving properly (which I suspect is the case) then you have a good starting point. I don't know the schematics of the 610 but since you mentioned 6526, I would suspect it to drive the IEEE bus. Trace the lines back to the chip, looking for any funny EMI filtering stuff on the way (those like making surprises on occasions). The chip you find at the other end (presumably 6526) and everything (filters, buffers, inverters...) inbetween should be your first things to check.
