No, it is not.

The name "Voelkner" was sold to Conrad when Voelkner went out of
business. I do not know when this happened. Anyway, I remember Voelkner
from the 80s, when my father bought much from there. I still have some
old catalogues from them.

Re-in retail bought the name Voelkner from Conrad years after Conrad
stopped using the name.
