Yes, even it is an I/O operation or a ROM access, the multiplexed 
addresses are fed to the 6509 board. In short: RAS is either 
generated by a memory read or write, or by circuit where OSC and 
CLK are involved (refresh?). And now the weird thing: if RAS is 
generated, CAS is generated as well! Thus even if the RAS has been 
generated by the refresh circuit.
And as reading the ROM is a memory access as well, even then RAS 
and CAS are generated.
