I wouldn't be surprised if this is an error in the schematic.  When I
would find these I would look for another signal (such as hd_sel) that
doesn't seem to go anywhere either and then check the code, etc to see
if that might be a possible rename of a signal (one end gets renamed,
not the other).

Looked to me like a couple of signals may have been missing from that
area of the schematic, but it has been a long time. I had one of those
schematics around as I used to use it to quiz possible new-hires.
