It quite doesn't say whether or not Julian Fleetwood was the creator of the first version, and if the inspiration came from a much older BASIC program, either for CBM/PET or some other system. However it says it was inspired by Terry Pratchett's book Only You Can Save Mankind from 1992. Unless Pratchett (born 1948) had a PET in his 30's and came across a such game that he eventually based a book on some 10-15 years later, it seems a bit unlikely or at least a coincidence if someone back in the days would have made a such joke game.
