Does the United Kingdom see Iceland as a terrorist state or not?

Swedish Aftonbladet writes that several Icelanders have started a web campaign targeted towards the United Kingdom, which, according to the article, has singled out Iceland as a terrorist state, based on the British terror laws that came into force after the September eleventh attacks in the USA. According to them, all Icelandic assets are supposedly frozen in the UK, which indirectly makes it impossible for Icelandic banks and companies to trade with both the UK and the USA. However, if one reads a clarification from the UK Treasury, the freezing only targets Landsbanki, in conjunction with how its British branch Icesave froze withdrawals from Brits during the restructuring.
So, the question is what really is happening? Is it really that the United Kingdom is comparing Iceland with North Korea, and assume all Icelanders to be terrorists? Or are they just trying to save the money of small savers? The circus goes on, I am happy that I do not live in Iceland.
